SINGLETON PARISH COUNCIL MINUTES OF THE RICHMOND PLAYGROUND COMMITTEE MEETING OF SINGLETON PARISH COUNCIL HELD AT THE VILLAGE HALL ON WEDNESDAY 2 APRIL 2005 AT 7.15PM Present: Cllr. I. Casdagli (Chairman), Cllr. J. Doff (ex-officio member) Mrs. J. Groom, Mrs. L. Hutchison, Mrs. D. Page and Mrs. J. Penny. In attendance: Cllrs. Mrs. J. Belton, D. Deans, Mrs. S. Farman, P. Norrell, W. Spence; County and District Cllr. M. Hall and Mr. R. Martin, Locum Clerk. Action 15 ApologiesApologies were received from Cllr. Elliott (unwell). 16 Code of Conduct – Councillors’ Declarations of Interests There were no Declarations of Interest from Members on items included on the agenda. 17 MinutesOn a proposal by Cllr. Doff, seconded by Cllr. Casdagli, it was unanimously RESOLVED that the minutes of the meeting of the Committee held on 10 March 2004 be APPROVED. They were duly signed as a correct record. 18 Chairman’s Report (i) 2004 Chichester DC Play Area Audit - Congratulations were in order, since the Richmond Playground had been placed joint third, from sixty-five playgrounds in Chichester District. It had scored an average of 7.22 out of ten, equal first being shared by Fishbourne and Duncton, with 7.89. (ii) Health and Safety – the Richmond Playground was in excellent condition. Regular Health and Safety inspections were carried out, with a special watch on the use of playground bins by dog-walkers for the disposal of dog faeces.(iii) Fund-Raising – plans were well in hand for the Barn Dance on Saturday 18 June 2005. The band had been booked and John Doff was thanked for printing the “flyers”. Good publicity was essential, since the band was charging an additional £85 this year. The 2004 Barn Dance had raised £1,405, with costs of £803. 19 FinanceThe Chairman reported that the final out-turn for the end of the financial year on 31 March 2005, was expected to be £1,493. If the forthcoming Barn Dance raised the same as last year, and an estimated £175 contributed towards the playground insurance (£160 in 2004/2005), £150 for the mower service, around £90 for the annual RoSPA inspection, £200 in repairs, and £850 towards a possible teenage shelter, this would still leave the account over £600 in credit by this time next year. This was the highest possible expenditure envisaged, so the amount remaining could well be greater. 20 Items for Future ConsiderationNone. 21 Date of Next MeetingThe next meeting would be held on Wednesday 21 September 2005, at 7.15 pm, before the Parish Council meeting.
